Ireland has a dual healthcare system, consisting of both private and public healthcare options. One government department, the Health Service Executive (HSE), regulates the public healthcare system in Ireland. The Health Service Executive (HSE) is a large organisation with over 100,000 staff members making it the largest employer in the state. Hospitals in Ireland are organised into Seven Hospital Groups namely Ireland East Hospital Group, RCSI Hospitals Group, Dublin Midlands Hospital Group, University Limerick Hospitals Group, South/South West Hospital Group, Saolta University Health Care Group and Children’s Health Ireland.
The HSE uses the term Non-Consultant Hospital Doctor (NCHD), which refers to persons employed in the public health service in Ireland as Interns, Senior House Officers, Registrars, Senior Registrars and Specialist Registrars. As an NCHD in Ireland, you can interact virtually with Medical HR and Occupational Health Departments via the National Employment Record (NER). The NER App enables NCHDs to complete the necessary pre-employment screening documentation prior to commencing a new post in the HSE. NCHDs can also access the E-Portfolio and apply for funding under both the Training Supports Scheme and the Clinical Course Exam and Refund Scheme via the NER App.
A checklist for your first weeks in your first HSE post
On the first week in the HSE, it is essential to have the following:
> Medical Council registration
> Work Permit
> Payroll setup
> Taxation set-up
> Familiarisation – take time to familiarise yourself with the hospital and the job you are starting. Get to know the hospital environment and culture as this may be different from places you may have worked previously. Get to familiarise yourself with the hospital and the team policies and procedures.
> Local Induction - Complete the mandatory induction process defined by the Medical Manpower department.
> Education and Training supports – The HSE Health Library Ireland (HLI) aims to provide an integrated and high-quality national Library service to ensure that the best possible evidence underpins patient care, decision-making, education and research in the health service. Avail yourself of the resources within the library.
> HSELanD – This online learning portal has over 200 eLearning programmes, resources, assessment and planning tools. There is also information for Doctors and Dentists starting in the HSE - https://i-start.hseland.ie/
> Computer systems - Passwords for access to medical records
> Professional Competence Schemes are the formal structures provided for under Part 11 of the Medical Practitioners Act (MPA) 2007 to ensure that all doctors registered and working in Ireland maintain their education, knowledge and skills (competence) at an acceptable level. From May 2011, all doctors are legally obliged to maintain their professional competence.
